PRINCIPALS
KENNETH PAYNE,
President
began his career in professional consulting and auditing in 1975 with
an international accounting firm. He has extensive senior public and
private sector experience and has played leadership roles in developing
federal policy, program design and delivery mechanisms involving government
and private sector partnerships at provincial, regional, national
and international levels. Mr. Payne is a skilled organization and
infrastructure analyst who has directed national projects, audits,
and evaluations involving the integrity of operational, program and
functional policies and practices. He has also conducted investigations
of public officials involving breach of trust under the Criminal Code;
indictable offences pursuant to the Financial Administration Act;
and other illegal acts against the Crown. He is a Commissioner for
taking affidavits and has been recognized as an expert witness by
the courts. Mr. Payne has a Bachelor of Commerce Degree and is a Certified
Systems Professional, Certified Fraud Examiner, and Certified General
Accountant and is functionally bilingual (English and French).

JOHN MOSER,
has more than 20 years of public sector experience as a senior audit
professional in both executive and audit principal roles. He has contributed
his expertise to the full range of audit functions including directing
teams in the design and development of audit policies, standards,
methodologies and approaches to performance measurement; development
of long term and annual strategic audit plans; and the planning and
execution of audits, evaluations and reviews covering widely diverse
programs and services. He has recognized expertise in the training
and professional development of internal auditors and is a frequent
speaker and resource person on internal audit topics to domestic and
international audiences in the public and private sector. Mr. Moser
has a Bachelor of Engineering Degree (Chemical) and was a Certified
Management Accountant (CMA). He is the key resource person for the
Ottawa Chapter’s workshop for new auditors in the Federal Government
and is functionally bilingual (English and French).
Security Clearance:
CHARLES McGEE,
has extensive and varied senior management experience acquired throughout
his career in a number of large, high profile Federal government portfolios.
He has provided executive direction to national operations and programs
and to legislative, policy and program development; managed complex
and sensitive Federal-Provincial relations; and effectively led organizational
transition and change initiatives including the development of new
governance structures and resource strategies to achieve required
efficiencies concurrent with business and process re-engineering.
Mr. McGee has a reputation for innovation, excellence and results;
he has strong communication, consultation and negotiation skills and
is a recognized expert in building productive media, client, partner
and stakeholder relations. Since leaving government, Mr. McGee has
applied his expertise to senior consulting assignments and projects
in the public and private sector, including serving in executive management
and advisory roles in major national and international organizations.
Mr. McGee has a Bachelor of Arts Degree and is bilingual (English).
