THE PRINCIPALS

KENNETH PAYNE, President began his career in professional consulting and auditing in 1975 with an international accounting firm. He has extensive senior public and private sector experience which includes directing teams of professionals in the conduct of major, high profile investigations on a wide range of government and corporate issues, many with national and international implications. He has also carried out investigations of public officials involving breach of trust under the Criminal Code, indictable offences pursuant to the Financial Administration Act and other illegal acts against the Crown. He is a Commissioner for taking affidavits and has been recognized as an expert witness by the courts. Mr. Payne has a Bachelor of Commerce and is a Certified Systems Professional, Certified Fraud Examiner and Certified General Accountant and is functionally bilingual (English and French).

ROY BERLINQUETTE, Vice-President Security distinguished himself during a 36-year career in the RCMP in increasingly senior executive, management and operational positions, recently retiring as a Deputy Commissioner. He has extensive experience and expertise as an innovator and practitioner of modern policing with central involvement in public safety and security programs to support the needs of local communities. He has an in-depth knowledge of complex public policy and other issues at all levels of government including municipal, provincial, Federal, First Nations and internationally. He served on the Canadian Senate’s Committee on National Security and Defence; as Canadian Director, International Chiefs of Police; Vice-Chair, Traffic Safety Committee, Canadian Association of Chiefs of Police; and is currently a Member of the Oversight Commission on Reform of Northern Ireland Police Services. He has a Bachelor of Arts Degree and is bilingual (English and French).

Security Clearance:

JEAN-CLAUDE BERNAIS, Principal served as a senior executive of the Canadian Security Intelligence Service (CSIS) and the Royal Canadian Mounted Police. He is very familiar with national security policies, intelligence collection and analysis and investigative methods. He has significant experience in programs and human resources management. He has re-organized branches to implement strategic changes involving new programs and the reduction of resources. He had responsibility for resolving job classification conflicts using dispute resolution methods. He chaired national recruitment and promotional boards and participated with committees conducting reclassification of positions within CSIS and for the new classification system. He has conducted sensitive internal investigations involving classification redress, grievances and harassment complaints. He has participated in various interdepartmental and international committees dealing with national security, immigration and organized crime issues.
